Exactly, but I'm afraid he won't be welcoming like Whitebeard, instead he will be like Gol D Roger, in that he has his own crew overcoming the massive odds. I have no issue with Luffy still going around trying to overcome big obstacles, but accept their alliance like Whitebeard would've. It would be a combination of both and will be the most devastating result in the world of One Piece.

Don't worry, if Luffy doesn't accept them, Captain Usopp will.

Usopp WILL have those 8,000 followers he has always stated he has (just 2,400 more to go after these 5,600 join him).

Usopp's lies ALWAYS come true.

^The Country of Dwarves one came true - Dressrosa (Green Bit).

Usopp's bounty lie came true.

Usopp lied about having Haki when he fooled the Dwarves to believe he was a hero - unlocked Kenbunshoku Haki in the latter parts of the Dressrosa Arc.

There is the still the legendary medicine one, the alien store owner and several other lies which are still waiting to be proved true.

With the alien store owner one, I wonder if the Straw Hat Pirates will adventure into space (like Enel).

So, Zou is pretty much Thailand and Cambodia imo having visited both and you can see the photos from Angkor Wat which is over 1000 years old and has massive trees like the ones depicted. Something interesting I noticed was that Zou hasn't been visited by visitors in a long time according to Law but he seems to know the Mink tribe, are they another raiding party/pirate group? How else would Law know who they are? Also, thoughts about what is happening to the group from Wani?

Raizou. Wow. What a visual shock. What ever little expectation I had instantly disappeared in a puff of smoke the moment his characteristic visage graced the page and reached my eyes. His design opposed the very image of "Ninja" manifested in one's mind when envisioned. It opposed it so strongly and with such vigor that you can't help by be curious and intrigued about Raizou. I love how Raizou committed himself to keeping the dreams of a few young man alive and vibrant (that includes you too Law!). Raizou's introduction and show of Ninja Arts was fantastically bizarre, impractical and romantic. I can't wait for the Wano Country Arc to see the Samurai and Ninja characters Oda has prepared for us.

Love it. Surprises are best when you are left in awe.
