It's exactly this, and they have 'rails' running under the skate park, which was built for this purpose. In other words, you can only ride in one line around the park. The liquid nitrogen needs to be refilled while its over a piece of the rail, too, so that it sets up the correct resistance.

It's a thin metal track which is painted to look like concrete.

So it's a Segway for people that don't like handles and only wish to move on flat surfaces?

When he approached the stairs in the video I thought 'oh cool, I wonder how it's going to tackle this'...and then he steps off it. Booooooo

Most vehicles don't tackle stairs well.
