I want to create a tablet app for signing in and out the keys at work. Currently it is a paper system, which is taking up space in the office. Migrating to an electronic system would be fantastic. Whilst there are some sign-out sheet apps available on the Play Store, none of them are able to do the specific fields I require.

I do have extensive programming experience, but I'd rather just use an existing template or wizard. I'm not intending for this app to make any money, more to just make things easier and simpler at work.

Is there a developers software (free) around that may fulfill my requirements? Or am I going to have to create it from scratch?

I don't think any of the 'out of the box' solutions are great, or even good.

What's the scope of the app? Would it be on one device or multiple? On Google Play store or Enterprise?

Would it have the database on the device, or cloud storage?

How would the keys (physical keys?) be entered into the system? What's your relational database look like?

What languages and IDE do you have experience with?

Based on wild speculation it seems like a pretty custom job, but if it's local it shouldn't be too hard for you to whip up.

I basically grew up parsing and binding QBasic. But I do have extensive experience with now-very-out-of-date programing languages, which include (but not limited to) Fortran, Pascal, Basic, C, and a little C++. Also, HTML, JavaScript and I have a weird ability of being able to spot the missing period or ellipses in code.
All of which is pretty much useless when it come to modern applications.

It would be for 1 device, secure to the premises and not needing to interact with a database. If the prototype works out, it may be expanded to 2 more devices.
Currently we print out a spreadsheet, with blank fields for Date, Time out, Name, Mobile Number and Signature, followed by Time In and another Signature. The page has around 30 rows, and will be filled up over the course of a week or so. Then a new page is printed out and we continue. A folder houses all the current sheets; a storage room holds boxes full of previously signed pages.

It may be easier to make a browser app instead of an android app, just as long as a log can be created for each sign in.

Interesting.

Each sign in? As in each guard / key station have its own device to check in/out? Would they need to sync to each other or can be stand alone?

You store the used sheets, so you will also need some backup/export feature in the app/site in case the device fails or db gets corrupted.

Just trying to flesh the idea out for you, something that seems so easy at the beginning "simple sign in/out" could turn into a huge project due to all the features it would need when you start looking into it more.

If you haven't done app coding/design before, I'd suggest leaning towards a website.

While you have experience in more technical languages, there would be a lot of syntax learning and it would be much less forgiving to get a basic app up and running.

Using PHP on the other hand is super basic, very 'pick up and play'. You'd probably need to learn MySQL, but that's also very easy for the basic stuff you need to do.

Just my thoughts.

Don't make this more complex than it is lol.
